Question: Young child from unhappy home, burns sheds, dad drowns kittens!!!???

i'm guessing this was a child's book as i must have read it 5/6 years ago,
i cant really remember the whole plot but there was definitely a child in
it who's family life was quite rubbish and she (maybe he!!!!) became
obsessed with setting fire to sheds and obandonned buildings, the dad
(could have been mum!!) forced the child to drown a kitten she had found
because they couldnt keep it!!! there was another child involved, who met
this little girl and befriended her..... i really dont remember much else,
but it's really bugging me!! i know its along shot but if anyone has a clue
about the title/author of this book it would definitely be appreciated :)
