Question: Book from 1980's - black spherical craft appears on earth. Electricity stopped.

Sphere has a recessed hatch, inner sphere(s) rotate to let robot out and
humans in. Inside appears to be of infinite size. More appear round the
world. All electrical current is suspended everywhere, for ever?

This is Fadeout by Patrick Tilley. Robot is like a spider and freezes
air around itself when it feels threatened.
