There were several stories and I think at least one book (might have been a
short story collection)Main character works for ARM (some kind of police
org.) I believe his name was Gil, and at one time he had lost an arm and
had a new one attached, but now had a 'phantom' arm as well that let him do
some strange things. I also remember that criminals who had commited
serious crimes could be sentenced to have their bodies deposited in 'organ
banks' that the rest of the people could 'draw' from for organ transplant.
(I think that's where Gil got his arm) I think they may have been written
by Larry Niven (about %50 sure)

Gil Hamilton first appears in "A.R.M." (1975) by Larry Niven. The stories form part of his Known Space series - you can find a list of stories and collections at http://en.wikipedia.org/wiki/Known_Space
