A book about an advanced race of humans. The book is all written like the
girl's diary in her shorthand

This book is called Emergence and it is by David Palmer. This book is also
out of print but I found it a few years ago on a website. Cant remember the
name of it but I had no trouble locating it.
It is the story of eleven year old Candy and her blue macaw Terry. The
journey begins for her after the Russians attack and she is trapped in her
father's hermetically sealed bunker. Candy is alone and after the radiation
stelles she leaves to find other survivors. In the meantime she finds out
something pretty amazing about herself (if you havent read it, I wont spoil
it!).
She writes in shorthand in her diary because she is unsure of her future
and wants to leave a records of the events. She begins the entries with
"Dear Posterity..."
Good luck and I hope you love this book the way that I do - it is
definitely in my top five.

Do you remember any other details?  In approximately what year did you
first encounter this book?

It must have been 20 years ago. most of the "normal" humans had been
destroyed by a virus or something. She was trying to connect with other
