Question: book from 80s/90s - witches go shopping on halloween, visits a petstore with dragons, etc?

There's a book I used to borrow a lot from the library when I was in
primary school during the 90s but it may have been a book from the 80s.

It was a big hardcover, black and purple, and it was HEAVILY illustrated
like those I Spy books. Each page depicted a different scene of witches
going shopping with other characters on the night of halloween (I think)
while other halloween-y type went about their business managing a ghoulish
vegetable patch, a monster pet store where they sold miniature dragons
instead of parrots, etc.

There was always something to look at and it was very detailed artwork but
still sketchy.

I don't remember it having a plot beyond the I Spy hidden pictures within
the bigger picture.
