Question: Creepy book about a new tower block that starts breaking down. Starts dividing the inhabitants

Hey there.
A few years ago I read a really good book about a fancy tower block that
gets built, but after a while it starts breaking down and the people that
live in it start going nutz.  People on the higher floors can't get out
cause the lower floors are too rough and in the final chapter they have
started eating the pets.  If anyone knows what it's called and the auther
please let me know.  it's driving me mad...... I want to reccomend it to a
friend.  i thought it was called 'The Block' or something? I think it was
written in the 80's maybe
