A young girl is raised by a man who is not her father, I don't remember
what happened to her parents. The books tells of her growing up kind of
isolated, I think that a group of settlers or something come across her and
the man and there may be a romantic component but I forget! For some reason
I also think she may have been green or blue or something. She was also
having memories flashing back of birthdays and such.
If you can, please help me out :)

Probably 'The Keeper Of The Isis Light' by Monica Hughes.
A young girl lives alone on the planet Isis, accompanied by a robot she
calls Guardian.
Her parents died when she was young, and the robot tinkered with her DNA to
make her able to live freely in the uplands, where she would otherwise have
died, due to high radiation levels. This gives her scaly green/blue skin, a
bit like a lizard.
Some new colonists arrive, who live in the valleys, and her Guardian makes
her wear a suit including a face-mask like a human's. She and a settler boy
fall in love, but he is horrified when he sees her true face.
There are two sequels-The Guardian Of Isis and The Isis Pedlar.
